That prop plate is clearly meant to be a Shinagawa plate (a real license plate region in Tokyo still in use today), albeit unconvincingly due to the font. The only way a car with Shinagawa plate, or any Japanese car for that matter, could end up in ROK is if the taxi went up to Shimonoseki and got on a ferry to Busan, which is not a common thing.
