 As usual we wait on AnimatronixX for the proper identification, but it's a 2000-03 Omega underneath the extension, probably an Eagle Statesman by Wilcox?

Plate is presumably now on one of the later (ugly) Vectra conversions.

 Yes, it's the Statesman and I probably need to take a longer look at it in order to find it less ill-shaped than the Vectra-ones.
