This is a 1940 Autocar COE, I suspect the model is correct. Around 1940, the Chicago Fire Department bought a number of Autocar COE and Mack E COE squads. They were equipped with large pumps and water cannons and probably didn't have a tank. In all, Mack built 22 COE Mack E's, 17 were the Type 45U, 5 were the Type 505U ("U" standing for COE). All of Chicago's squads were Type 45U's, and I don't know how many they got in all. In the book Mack Fire Trucks, 1911-2005, pg. 55 shows another Mack factory photo of one of the Mack COE's for Chicago. More pictures can be seen of both the Mack's and Autocar's here: http://www.chicagocivildefense.org/cfdphotospage.html

The final screencapture looks more like Toronto rather than the New York setting. The style of that street car looks to me like Toronto, though could be some other city with street cars. The buildings are simply too low for the location of this scene, on its way to a multialarm fire in lower Manhattan at a Bleecker Street warehouse. That might shed light on the actual fire department that had this vehicle.
