Should be a Monarch. The Granada had a round fuel filler cap between the tail lights.

American FoMoCo cars were sold in Belgium for a long time. UK productions that had a need for US cars would frequently source US cars from Germany and Belgium.

...but not every brand. I don't know the specifc situation in Belgium, but in Germany Mercury was never ever officially sold, Lincoln IIRC neither. Same with Plymouth and Saturn.
About Buick I'm unsure for the last decades. In my latest catch ( https://imageshack.com/i/eyVi7edzj ) there are quite a lot of Buick-models listed, AFAIK in the 30ies there was even an assembling line in Germany, but the only post-WWII Buick, I remember, which was officially sold here at specific Opel-dealers, was the 1990+ Park Avenue.

Doesn't mention anything about import. American cars disappeared completely in the '80s.
