i probably asked this before and don't remember but.. once delivered to a new car, the plate follows it for all the car's life ?

In Victoria, and most states, yes. If a vehicle is transferred to a different state, obviously the plate will change. Also, if a vehicle's registration lapses and it's unregistered for a period of time, and then re-registered, then it will get a new plate. So it's not uncommon to see newer plates on older vehicles. Look at the Corolla on the right - it has a newer plate on it that was issued circa 1998, the Mini next to it has a plate from 2000 as well.

Another situation where the plate will change is if the owner has a custom plate, but then decides to get rid of it and go back to a regular plate, they will be issued a new plate (though this wasn't always the case). This will usually happen when selling a car that has a custom plate, where the owner wishes to keep the plate.
