 I agree: Mk V. It has headlights faired into the wings and the double element bumper. It is also wearing the number 19 on the passenger's door, but I can't see a rally plate. I have no idea what the striped things on the wings are.

 The Mk V was introduced by the end of September 1948, so it may be considered a 1949 ( model year )+ car.
