And it circulated around slowly, stopped and waited for something. - One of main characters, literally hanging on life's edge, looked at this thing long time, with the fear in his eyes. Isn't that a front-mounted pump?) and this looks like a special @andrepa case to me.

I'd guess really scary secret police prisoner van for big cheese VIPs and spies who are being sent down to deep dungeons or stalags for the rest of their lives, and has lots of bells and whistles to look sinister so that Joe Peasant knows something Big and Terrifying is happening.
