Only ones I remember with steelies were police cars. Could be an unmarked police car (unlikely in this ugly pink colour?) or other large fleet order in a miserable spec?

Uncovered steel wheels are unusual, can't recall if they came with a specific trim (I recall even the most basic ones had plastic covers). Only ones I remember with steelies were police cars.
