 Both commonly known as H1's, but I think this particular model is known as the M1114.

 The M1114 appears to be a military armoured version. I would assume that police units would not be armoured, at least not to the same level.

Well, H1 is the Hummer civilian version, the M-something are military versions, i.e. AM General HMMWV rather than Hummer H1.

 Both of these are the military versions, not armored.
