This scene was based on the threat made by Zodiac that he written in the letter that he would target a school bus by shooting out the tyres and would kill the kids as they would come off the bus. Three days after Paul Stine's murder, on the 14th October 1969, Zodiac sent another letter to the Chronicle along with a piece of Stine's blood stained shirt tail, the letter said that his next target would be a school bus and he would shoot the front tyres of the bus and would "picked off the kiddies" as they started to come off the bus. After receiving the letter and shirt tail, the San Francisco Chronicle had decided not to published the Zodiac's latest letter as residents in the Bay Area were already afraid enough, but two days later, on the 16th October 1969, the Los Angeles Times had went ahead and published the letter. As predicted, the Los Angeles Times' article had resulted in wide-spread panic. Four days after the Los Angeles Times published the article with the Zodiac's latest letter, on the afternoon of the 20th October 1969, a couple was out walking with their eight year-old daughter in the town of Ukiah in Mendocino County, 115 miles (185km) north of San Francisco. As they were walking along Lake Mendocino Drive, a light coloured vehicle drove slowly behind them, as the vehicle passed them, the driver threw out a twig out the vehicle's window toward the family, before speeding off in a hurry. Attached to the twig was a note, in crude hand writing, the note read, "You're next, Z". The following day, on the 21st October 1969, a San Francisco Bay newspaper, received a anonymous phone call from someone allegedly to be the Zodiac. In the call, the caller had issued the menacing threat that he was going to shoot schoolchildren as they traveled on school buses, as a result, law enforcement was put on high alert. Officers from both the local police department and the California Highway Patrol started to placed all school bus stops under surveillance, some officers were placed onboard the school buses. Other school buses were given police escort to and from all schools throughout the Bay Area, some schools had officers posted, while parents kept their children indoors. The Zodiac's threats to kill schoolchildren had started up again following another letter sent by Zodiac on the 20th April 1970, the letter read "My name is" followed by a 13-character cypher along with a diagram of a bomb that was going to be used to blow up a school bus. At the bottom of the diagram, the Zodiac wrote down, "Me (depicted by the cross-haired symbol) = 10, SFPD = 0".
