This looks like the French Grand Prix at Dieppe in 1908. The blue car at the back is of the same type as a survivor in the UK. The #16 car is George Heath in the Panhard-Levassor. Link to "upload.wikimedia.org"

"In 1908 P-L entered three cars for the Grand Prix of that year, held at the Dieppe circuit. The cars had 4 cylinder engines of 12,831 cc. The French driver Henri Cissac drove car no. 48, which he was not to finish. In the 8th lap (out of 10) he suffered a fatal accident which also killed his mechanic. The remaining P-L cars came in 9th (George Heath) and 23rd and last (Maurice Farman). It was more than obvious that the golden years for P-L were over."

One of the three survives, owned by Mark Walker and registered EL 1153 - probably the Farman car and the world's oldest surviving "F1" car. Lots of pics online example. No model name found apart from GP or Grand Prix.
