I guess it was a popular choice at the time, since it's something I've noticed. Most JDM SUVs I've seen in photos and in real life have white headlights and yellow foglights. https://commons.wikimedia.org/wiki/File:Nissan_Mistral_001.JPG As for Europe, yellow lights used to be mandatory in France, but banned elsewhere.
