 :) Triple taillights, heavy chrome mouldings: PL17 Grand Standing [L1] 1960, or [L4] 1961-1962. The difference is not visible from the rear (position of front indicators and the way the front doors open).

 Though there are Panhards in Finland even today, these cars are very rare indeed overthere! The large numberplate doesn't look like the ones on other cars, I also think this car is French :think:

BTW: The overtaking VW and the parked bicycle on the hard shoulder don't do much good for 'road-safety' :)
