:hello: any clearer shot of the plate? I've spotted at least five Tatra 613 in Pyongyang. All from 1990/91 and all with private plates, even with following numbers.

 These Tatras have an own story, as the chairman of the German Tatra-Club told me. All were from 1990/91 and, because due the collapse of the Eastern Block, not sellable any more (the 613 was exclusively for the COMECON-nomenklatura, not officially available for the common people). After a time some Northkoreans snapped up all of them en bloc.

 In North Korea cars are sometimes given as gifts from the Leader to distinguished writers and artists, etc, so the yellow plates suggest that the Tatras were used for that purpose.

Like the rear overhang would be longer than usual, but must be optical illusion I guess (with help of modified rear supsension, mudflaps?).
