That's not exactly true either. In the "old days" some cities issued license plates to show that the vehicle owner has paid the municipal "wheel tax." Here are pictures from my hometown, Clayton, Missouri. The plate could be attached with the state plate on the back, or on the front. Missouri didn't start issuing front license plates until the 1980s. These days, cities and counties just issue windshield stickers.
