Looks like someone has been eating too many Kellogg's Frosties - or fell into Getafix's magic potion cauldron as a baby! This vehicle is also seen here:

I think this is a custom made vehicle designed to be an oversized "Opel", probably belonging to the fleet of Circus Quaiser, who provided their gear for this movie. Apart from the following picture, obviously taken backstage on set, I couldn't find any further shot or details.

This may be:

a) A vehicle used by clowns during the show - even though I couldn't find any proof for this theory, but these "funny clown cars" with various gadgets are a common act in the circus world. The missing door in the Saurer picture supports this theory.

b) A vehicle simply used for atmospheric reasons or for their educational work (Circus Quaiser work a lot with childrem and schools)

c) Some sort of tractor, possibly in use when they set up the circus tent (it does have the vibe and the size of a traction engine)

... or a combination of these purposes.

Yeah, that's definitely one of these clown taxis I mentioned earlier, with the doors and fenders falling off for comedic reasons, moving headlights, teeth on the bonnet and all that jazz. This is a classic circus act, pure slapstick Laurel & Hardy-style, and the vehicle is clearly not road-legal.

Now... what are we going to call it?! :think:

Should be fine?! I'd mildly change to "Clown Taxi", because that's what they are normally supposed to be and I seem to spot an older Kienzle taxi sign on the roof. Just to have it complete: All these parts falling off are either comically removed by the clowns themselves or - advanced level - released by a hidden person inside the car. In this case I suppose that person sits in the rear compartment and pulls the ropes to make the car move its componets.
