County Council of Southampton (or Hampshire to most of us). Jan to Apr 1947. The thing looks huge, 25? Bonar Coleano is covering all the useful identification points, so more pictures needed. I am also confused by the top hung windscreen wipers, which suggest that the car might be an earlier, reregistered, vehicle.

Further thought - it may be in a sort of procession with the Humber Pullman, so possibly still in some form of officialdom. There is a dark blob in the coachwork above the windscreen, a holder for a mayoral pennant? This would also be appropriate to a coachbuilt car, maybe explaining the top hung wipers.

FGK plate would give London, Sept 38 to March 39 "allocated in blocks", but that's a year too late for S2. Playing about with F plus O/C/U and K/A/R combinations, the only fit before 38 seems to be FUA (Leeds, Oct-Dec 37)

It could have been a government vehicle first used abroad and registered FOR613 later, Series 111 models which were introduced in 1937 had scuttle mounted wipers.
