The large numberplate doesn't look like the ones on other cars, I also think this car is French BTW: The overtaking VW and the parked bicycle on the hard shoulder don't do much good for 'road-safety' Nice one!

Triple taillights, heavy chrome mouldings: PL17 Grand Standing [L1] 1960, or [L4] 1961-1962. The difference is not visible from the rear (position of front indicators and the way the front doors open).
