 Beginning of the movie is set in Israël (and probably filmed there, as this location is mentioned on IMDB), remaining of the movie is in USA.
I guess that Mexico was used just for beach scenes.

 Is this any good? I thought about seeing it since Robert Smigel is the writer, but a 5.6 on imdb...

 I found it good, quite funny. It deserves at least 6 I'd say (I rated it 7).

In the inventory, you can find a Fiat Multipla, Renault Goélette, Citroën 2CV and Dyane with exact same color as those seen here in the movie! :)
I guess that these scenes were filmed in USA then.

 In the german dubbed version, Zohans voice was the same as Daniel Craigs James Bond.

 Some of the Middle East scenes were filmed on a studio backlot in Los Angeles. The Multipla and the Goélette are both from the Michael Harper-Smith collection.
