 It's Revised Romanization, which is the system used by the South Korean government.

 Title should be "Haeundong ŭi tu kajŏng" as that is the official romanization used in the DPRK.

(South Korea) should be removed from the Revised Romanized title as I'm pretty sure the movie was never released there. :D
