nothing shown on the trailer (I only guessed at mid-70's.!)
As you can see , It has lots of american cars, one australian + a 'Policia' helicopter.! (so filmed all over the place.!!!)

 I think that it is the following Mexican movie:

"Panic Makers" is the translation of the original title "Fabricantes de pánico", alternative English title is "Hostages!" and in the user comments somebody mentions the subtitle "Panic Makers".
I guess that the movie was made in Mexico, this explains the American cars, and could help for identification (i.e. some cars may be from VAM)

..Yes you've found the correct film (I remember Hugo Stiglitz is in it, seen in one of the pics i've added ..standing by the ambulance) ;)
