supposed to be a statue of Jean-Claude Van Dame close to there:

but the buildings in background look more American than what can be found in Brussels' centre:

and that sign is of course completely fake:

the tourist direction signs in the centre are much more modern than that, and "mairie" is a term used in France: in Belgium we rather use "maison communale" (direct translation of the dutch "Gemeetehuis")

Also, as far as I know there isn't such big statue of JC VD :)
There is one of him, however, in the West of Brussels (near the highway ring) in front of the Westland Shopping:
