 I guess this is set in Britain? The plates wouldn't fool anyone and the scenery/architecture is completely wrong.

 The number plates are definitely imitations of British plates, though - see /vehicle_954803-Mercedes-Benz-S-Klasse-W116.html for an example. Perhaps they were made for a different film and re-used.

P.S. Consulting http://www.kino-teatr.ru/kino/movie/ros/4740/annot/ (with Google Translate) and Wikpedia, I see that it's based on "You've Got It Coming" by James Hadley Chase.
