For those of us limited to English only - can someone explain the use of the upside-down question mark?

It's a standard part of Spanish grammar.

because that is how you should use the question marks. One at the beginning and one at the end but would not make sense any question with a single question mark. And no wonder, you write well. Would seem rarer the letter "ñ", which is only Castilian alphabet.
