Sadly, these clowns are not from outer space and instead are residents of the town. Some 20 odd years prior, a train derailment completely ruined the town, causing jobs and people to leave. Half the town left, half the town stayed and decided to start painting their faces and begin killing anyone who wanders in... and that is literally the entire explanation the film provides.
