 2013 film about the D.C. sniper attacks of October 2002. The film's title is derived from the car that the D.C. snipers used during their killing spree, which was a blue 1990 Chevrolet Caprice, used as a former undercover police car from New Jersey. The snipers cut a hole at the rear of the car, which they used as a firing port. Doing so allowed them to fire and remain hidden.

 I'm already noticing a lot of anachronisms, this is supposed to take place in 2002 but many newer cars are seen.

 Despite what IMDb says, an article in the Washington Post said it was mostly filmed in Long Island, playing the role of Tacoma, Washington.

Indeed. This leads me to wonder if this is supposed to be a recreation of the actual events or just a fictional story based (heavily) on it. The credits just give the character's first names, not their full ones.
