 Looks like that was episode "Mr. Laffoon's Wild Ride", #7.11. I don't think anybody ever really worked this series and since it doesn't stream anywhere, it's hard to find.

Looking into it, apparently Warner Brothers holds the rights, and has only released Season 1. According to the Wikipedia page, music rights are the issue and it seems unlikely that WB will ever release the rest of the series for streaming or DVDs. The only network that currently carries the syndicated version is RewindTV, which is part of Nexstar (the people buying The CW). And they have a limited footprint on where they are available. I live in a major market and it's not available here.
