There's a standard CA Highway shield below it, but I can't read the thing (CA 190-something).

Southern Pacific 5300, an EMD SD39 built in 1968. Only 54 SD39s were made; 26 of them were ordered by SP. According to the Railroad Picture Archives, 5300 was retired in 1995 and subsequently sold to Progress Rail. Current whereabouts uncertain.
