By the way, is there a database for Latvian, Lithuanian, Armenian and Ukrainian plates? I'm positive there are, but so far I haven't found any useful ones.

Somewhere yes. In my plate-forum http://pl8s.biz/ there some freaks, who can "translate" their codes.

AFAIK not. Only the location, the year of registration and sometimes the type of the vehicle.
