According to the IMDB, it was filmed in Namibia (which was occupied by South Africa up until 1990). A review says it's about "a journalist who uncovers a couple of Nazi war criminals in southwest Africa" -- Namibia, which was known as South-West Africa until independence, has a sizable German community and has a reputation as a bolthole for old Nazis.
