^ in principle yes (although that example could be enhanced CGI). Basically, any dammed reservoir needs an overflow outlet to prevent the water level rising too high, especially if the reservoir/lake is fed by mountain streams/rivers which can occasionally go wild (storms, spring meltwater etc). I've seen smaller examples on water supply reservoirs in Britain, but no real reason why they should not operate in lakes dammed for hydro-electric power. And on a much smaller scale my bath and wash basins have outlets to prevent overflows......
