I checked the vehicle smog test history on the California.gov site and it is listed as a 1995 Isuzu NPR in the first test. Then in the second test it is listed as a Chevrolet "W-4 Tiltmaster" and the next three tests simply list it as a Chevrolet "Tilt Master." So I'm not sure about the names but it would have to be a 1995. 2009-04-28 00:22

It usually has to do with budgetary reasons, especially in the smaller towns where the cars don't get run too hard. Their reasoning may be "why buy a new Crown Vic when our ten-year-old one is running just fine, especially in times like these?" 2009-04-26 23:42

Yes, the badge would help indeed. All I can say for now is that it's a 2003-2007 model in XLT trim. It appears to be a prison transport van of the Middlesex County, Massachusetts Sheriff's Department. These vans usually tend to be E-350's, which would make this one a Super Duty.

Many larger departments still keep a few of these older model Crown Vics, mostly 1997 models. There's even some Caprice still in service, although VERY rare to find nowadays. I know for a fact that after Hurricane Katrina hit, a few agencies donated some of their older cars to the NOPD. Here's one of the most significant examples:

The Louisiana State Police also donated hundreds of cars, I think all of them new. These came equipped the same way as the State cars, except with simple markings to identify them as NOPD cars:

And older cars would not have to be re-painted, simply have the decals removed and put in new ones. I have yet to see older cars still in service with the older or newer decals, so I'm not sure about that. But from the looks of it, the department is re-building itself fairly well.

I can't really see the inscription as well...maybe it's there. But as far as I know, that wheel design has been around since 2006.
The FlexFuel badge also first appeared on 2007 models.

Those hubcaps first appeared on the LTD Crown Vics on 1988 models and the same basic design continued on until 2002. And good eye with the markings. But actually, I wouldn't be surprised if the vehicle was still in service in this picture. All the markings are there, certainly it hasn't been stripped. And in post-Katrina 2006, I doubt the NOPD would have been willing to sell cars in good shape. 2009-04-23 00:48

Anyhow, this picture is MUCH better suited for the ambulance in the foreground, a 2002-2004 Ford F-350 Super Duty Regular Cab XLT. It would be an F-350 since that is what the FDNY uses.
