Its from french "rutiere". And its not USSR origin. It could be "Maltsev", "Fowler", "Clayton" or "Avelin & Porter".
"5 April 1877 12 road locomotives (six "Avelin & Porter," three "Clayton", one "Fowler" and two of Maltsev) were sent to the disposal of the chief engineers of the army in the fortress of Bender, where they were going to use for the carriage of siege artillery."
