Would this ever happen it is likely luxury cars such as Rolls Royce would still be made but with different badges on them, in this case Daimler/Mercedes Benz. A pretty good plot device I thought, read the book and it should make more sense. The amber flashing lights are add-ons, to give it the "Presidentioal Limo" look (usually these flash ing lights are red and blue, not amber).
