This episode was filmed in early January 1969, so the car is unlikely to be a 1969, especially given the plate. More likely to be a pre-production 1968 car with the headlight conversion, as others have already mentioned.

RUE xxx F plates only issued July 68. 3-litre announced Oct 67, but not produced until Oct 68. This car does not have front quarterlights, as fitted to all production examples, so agree this is a pre-production car with the normal headlights.
