Kind of thinking now this pic (And a few others?) were from footage taken at the end of a multi day killing spree/stand-off/arson in New Orleans that ended at a Howard Johnson hotel tower,1973-ish?? (The perp IIRC 'Declared War' on the New Orleans Police....and of course he wasn't taken alive?)

You're correct. Mark Essex. The movie shows footage including an attack from a police/military helicopter trying to take him down. Also shows when police finally neutralize him on the hotel roof.

Essex was indeed shot dead on that hotel roof. Footage in the movie shows a posse a 10 officers surrounding him but he keeps on shooting until he drops dead. I don't recall if they show his dead body, they did show his fellow sniper spree killer Charles Whitman's corpse though.
