I have the feeling this isn't the USA but another country instead : the California plates are fake, and all visible cars are collectible, or at least, not part of a 2015-ish american car landscape.

It reminds me of "The Gamechangers", that TV-movie about the Grand Theft Auto creators, which was mostly filmed in South Africa standing in for the USA.

Yes, I did have a look at the listed locations on IMDB before, but this scene doesn't seem to be in London either. Is it the palm trees or the telephone poles, but IMHO it looks more like a real location somewhere in a sunny area rather than in a studio. And that's why it reminds me of The Gamechangers.
