Beyond being a distraction, they also make the vehicle less safe to drive. All large wheels do, really - the extra weight, especially unsprung weight, destroys the already terrible handling something like a Navigator might have. Also, because they're stupid-heavy, they're more likely to break any variety of suspension or axle bits (another accident risk, right?). And, again, since the engine has to work harder, it's going to burn more fuel, polluting the air worse than normal.
