In the top thumb, obviously shot in the Champs Elysee only one car has bumper weights. In the third and fourth thumbs both cars do.

I think the car in the main picture is a 'junior' Packard from 1938 with, maybe, a European body. The hood side moulding says to me it is a 1938 six.

The last thumb which has a quoted 1936 registration is a big series car with bumper weights.

Bumper weights suggesting that the chassis had problems with front wheels setting up a vibration if a bump was hit at speed. The independent suspension demanded a more rigid chassis at the front, and of course de-coupled the front wheels, so the weights on the bumpers, which changed the frequency at which the front end would commence vibration, became superfluous. The Packard ifs design was adopted by Rolls-Royce in the later thirties, and continued in use post WW2, including on the Mk VI and R-type Bentley.
