Presumably Austin or related; commentary talks about Herbert Austin building a 3-wheeler in 1895, but something doesn't quite match ...

I would guess this is was indicative of that Britain was held back in automobile development by the Red Flag Act, which was repaealed 1896. Vehicle looks very much like a cca 1895 Benz Velo.
