Terribly fake. And also, I don't remember that the Carabinieriever used the 146 with official livery, although I remember some unmarked version used by the police.

Shouldn't be the same also there? If I recall correctly are other the "personalized" licence plates: Municipal Police, Firefighters, State Forestry, (State Police?).

I know that in South Tyrol some plates are bilingual (eg. civil defence has plate PC/ZS for 'Protezione Civile/Zivilschutz'). Same thing should be for municipal polices, I really don't know for other ones, but I agree that probably Carabinieri plates are the same for all areas.

And by local police too, on the Adriatic Riviera in summer I often see them, they are still using some of them
