Probably, yes. This line on the side is strange, or is it just a reflect?
The DeVille Convertible of same year seems to have a line on the whole length

The one driven by Tubbs is a DeVille. MrCadillac can probably explain the difference(s).

The external differences are:

The DeVille has different rear wheel cutouts with removable full fender skirts, a chrome molding all the way from the bottom of the headlights to the rear, DeVille script plates above the molding on the rear quarter panels and and no rocker panel molding. Right Mr. Cadillac?

I also believe that the side molding on this Eldo is aftermarket (non stock). 1964 Eldorados had no side trim whatsoever apart from the rocker and wheel arch moldings, which made them very vulnerable to parking lot dings.

"Junkman" has got it right. It's a '64 Eldo with additional side trim. And, yes, Tubbs drives a "DeVille" series convertible, not an Eldorado.
