Fairly small (maybe European or J oily bits, not US??), apparently no hood (also here /vehicle_693471-Plymouth-Belvedere-1968.html ), windscreen too big for rest of styling. Dashboard here /vehicle_693465-Chrysler-Newport-1962.html

I made a quick search on the net for 'us "OZX 971"' and found this Link to "newspaperarchive.com" where it for OZX 971 says 1963 Chevrolet Corvair.
This might be a match, also when looking at the instruments Link to "bringatrailer.com" .

I haven't found the body maker yet.

I replaced the pic with an earlier closer-up shot; the plate number is actually 'QZX 971'.

@achiu31:
Are you sure it's a Q? I haven't found any US Q plate that doesn't have a distictive line within the "O", like here http://www.15q.net/us3/ma78.jpg .
What state is this?

Looks more like OZX 971

'60s California plates had a "Q" with a very small stub at the bottom; that was enlarged late in the run.
As for the car, it looks very familiar but I can't quite place it. The vent windows are from a '62-'64 Corvair convertible but I don't think it has a Corvair drivetrain.

Rear engined Corvair oily bits would be difficult task to re-engineer for front engine (although flat-6 would have centre-of-gravity advantages if hooked up to different drivetrain??).

Looking at the wheels, I'd say it's Jaguar-based.

There's a bit of a Jensen-Healey look about it

It looks like a Alfa Spider 1600 crossed with a Corvette C2. Shall we just list it as custom build?

CougarTim, does the car remind you of Ford-XP Bordinat Cobra? its similar and is puzzling
however not exactly the same...
I can't find anything closer than this, but may be related in a way?

The mystery car is the Concours Mk1 .Its one of 3 designed by Actor Dean Fredericks with Ford based mechanicals.

Some more info from here :

Quote Concours USA MkI, 1963. A project by 50s and 60s television and screen actor Dean Fredericks who decided to build his dream GT sports car. The car used a box steel frame and fibreglass body and was powered by Buick’s aluminium 215ci V8 (the engine that was later licensed to Rover). In order to achieve an ideal weight distribution and handling balance the engine was placed in a front/mid configuration with a transaxle gearbox, initially sourced from a Pontiac Tempest but later updated to a Porsche unit. Fredericks heavily promoted the car but it’s high price ($70,000) limited demand and only 3 cars were built. The actor continued to use his car and it was used in the Adam West movie “The Girl Who Knew Too Much” in 1969. In 1971 Fredericks put the car into storage where it remained until 1989 when it began to be used as vintage racecar.

Is it correct to call it Concours with "USA" as the "model" name ? Also not sure how to type "MkI" in the Mk field so that it would read "MkI" (like here, for example) as opposed to "Series I", which sounds a bit odd for this car, given that it probably never had any other successor like MkII or MKIII ?

I would put USA Mark 1 in the model name. I don't think "mark 1" had anything to do with versions...It actually sold a few days ago, though heavily modified nowadays: https://bringatrailer.com/listing/1963-concours-usa-mark-1/
