I think it might be a '47, a '46 had a full chrome grille surround.

I always saw that car as an anachronism in the movie, which in my mind took place in 1939-40 (I don't think it was every exactly specified in the film)

The vertical bar down the center of the grille identifies this as a '48 model. The 47's lacked this bar, and the '46 grille bars were solid one-piece bars sweeping from one side to the other.

I always believed that this movie takes place somewhere between 1945 and 1953 for some reason.

In several street scenes during the movie, almost every car appears to be from the mid to late 1930's.
If the action was from '45 to '53 I would expect to see many cars from that time period.

I agree with Fintail that the time period is supposed to be around 1939 to 1940.
(Not earlier as "The Wizard of Oz" had been released.)
