But might be also Belarus. That name was also used for tractors made by YuMZ:

Yes. I had the choice and I took "construction" but yes, it's a tractor with a blade.
Nevertheless, you see by its surroundings that its regular occupation is construction.

 PFF you are right it has a backhoe at the rear but almost not visible

Well tractor itsself produced by MTZ, and after that equiped with excavator equipment on "Krasny excavator" plant. So I think MTZ would be correct producer.
As for covered grill maybe some kind of local "customizing" ? Or winter insulation.
