 I don't know. I know parts of Harrogate and can spot a few locations in this ep around The Stray open park around the south and east of the centre, but never been to this cemetery and googling various phrases has not found the arch.

Probable. Around http://en.wikipedia.org/wiki/Ypres are several war graves. And the flags (too blurry to identify more than the Belgian one) visible in the background show, that it's some offcial place.

 @ingo: I was asking about Stonefall cemetery, which the show used as an ersatz Ypres cemetery. The only real Belgian locations are in stock footage of Brussels.

 Ah, o.k., The car in the bckground looks C-Rekord-ish, so unusual for UK, too. But it doesn't seem to be this faked Belgian car, because it looks like a 2-door /vehicle_601014-Opel-Rekord-1967.html :think:
