dsl ◊ 2013-02-08 17:21	I'd go for 1997+ Rover Mini Classic MkVII [ADO20], although trusting in my lucky rabbit's foot as I write. This Surf blue was a very late colour revival originally from 60s; grille and narrow wheels are not Cooper. Strange sills and larger than usual front sidelights (local requirements?). If it's something older but pimped - well possible on what I can see - there's nothing definite to pinpoint what/when, just where it ended up.
