Not BSA M20 - the fuel tank is the wrong shape and there is no sign of the exhaust pipe on the right hand side. The shape of the tank is more like the Norton 16H but there is still not enough detail visible for a positive id.

It's not a Norton 16h, the front brake drum is on the right side, Nortons have it on the left side, my guess is a BSA M20 as well.
