In the episode, the NCIS team is investigating the murders of a US Navy captain and his friend who were part of the real-life superhero movement. This particular vehicle belonged to a female journalist named Wendy Miller who in the episode is DiNozzo's ex-fiancée (portrayed by Perrey Reeves) and was following the Team around every time they got a lead on the case, annoying DiNozzo in the process and nearly getting killed in process.
