TARDISes have a "chameleon circuit" which allows them to be disguised as different objects, the one on the Doctor's TARDIS is broken, which is why it is always a police box. This appears in episodes 1 and 2 of "Terror of the Autons", including the first scene where it materialises at the circus and the Master quickly overpowers the owner. The rear side door is used for entry. It is never actually driven (is it possible for a TARDIS that's disguised as a road vehicle to be driven like one?)
